The listed picture is a great example of why you hire a certified home inspector. The inspector should always take the interior cover off of the electrical panel to ensure that there are no hidden dangers or fire hazards. When I took off the interior panel off of this last house I inspected, I found that there was a loose hidden breaker off of the track and grounding out on the interior of the electrical box.
